  1. Prepare the Base:

    • Heat 2 tbsp olive oil in a heavy-based pan over medium heat.
    • Sauté the onion, capsicum, and garlic for 5 minutes until softened.
  2. Prepare the Broth:

    • Add the rice, white wine, tomato passata, chilli paste, and bay leaves to the pan with the vegetables. Stir to combine and cook for 5 minutes.
    • Slowly pour the prepared broth over the rice mixture to evenly cover (do not stir).
    • Bring the mixture to a boil, then reduce heat to a simmer. Cook for 15-20 minutes, checking that the rice is tender.
  4. Add Mussels:

    • Place the mussels on top of the rice, cover the pan, and cook for an additional 5 minutes until the mussels open (discard any that remain closed).
  5. Add Samphire:

    • Remove the pan from heat, scatter the samphire over the paella, cover, and let sit for 10 minutes.
  6. Cook the Seafood:

    • In a separate pan, heat 1 tsp olive oil over medium-high heat.
    • Sear the prawns for about 2-3 minutes on each side.
    • Add the scallops and cook for 1 minute on each side (be careful not to overcook).
  7. Combine & Serve:

    • Gently place the cooked prawns and scallops over the paella.
    • Garnish with fresh parsley and a squeeze of lemon.
